Start by preparing the batter. In a mixing bowl, combine the corn kernels, flour, milk, egg, baking powder, salt, black pepper, and honey (or sugar if using). Stir until just combined; the batter should be thick but not dry.
Heat a skillet over medium heat and add enough oil to cover the bottom of the pan. Once the oil is hot, use a spoon to drop generous portions of the batter into the skillet, making sure to leave space between each fritter.
